Several users have requested a library for documents of general interest to IFHE members. The library is hereby established, and our first achievement is publishing papers selected from presentations to the 2008 IFHE Congress of Barcelona.
In this particular case some are written in Spanish and some in English.
Each article will begin with an abstract in English, followed by the full paper in original version, preferable in English but not excluding other languages.
They should constitute a seed for more articles and collaborations from around the world, from Journals or from Congresses of A Members.
ABSTRACT
Less bureaucracy, complete and immediate information, and faster communication. With Project SOLE – Health Care Online, health care services will reach new levels of telematic excellence through the implementation of a computerized network that will connect the health care companies and general practitioners in the Emilia-Romagna Region and in particular in USL Health Company of Imola.
Building up such a network supports professional care providers with a stronger doctor-patient relationship, enabling family doctors to be the clinical reference point for the most common pathologies treatment and for patients affected by chronic and degenerative pathologies .
The project will be aimed at creating, through the implementation of necessary technological infrastructure, a large gamut of telematic services, which can be used at company or district scale by the majority of territorial structures. This project will connect hospital services based on how often they are requested: emergency room, diagnostic services by imaging and lab analysis, chronic patient offices (diabetes, hypertension, anti-coagulator therapy). This will ease the continued care of the elderly, oncology patients, and newborns through reciprocal availability and the sharing of information between GPs, hospital and office specialists
In addition, it emphasizes the role of the “referrer” in single health care problems and of the “activator” in different social care treatments.

IT ROLE IN THE HEALTH SCIENCES CAMPUS OF LEUVEN UNIVERSITY.doc
ABSTRACT
Since the seventies, Gasthuisberg has known an increasing importance as a campus for education, research and for the University Hospital of the prestigious University of Leuven. Since health care merges to more high technology projects, the infrastructural needs changed. In 2002 the decision was taken to realise an ambitious expansion towards 500.000 m², with an option for an additional expansion of 250.000 m² and the possibility for the full renovation of the actual premises.
The use of IT-networks is an extremely important link in the development of the campus. Through an IT network of satellite equipment rooms joined by means of UTP (unshielded twisted pair) cabling and fibreglass wiring, the whole campus is connected on one data network.
Today the data network transmits images, text and voice data.
• Data servers enforce the communication between more than 6000 PC’s and 1000 printers, on which the full electronic file of all patients is available online, including radiographic images.
• The entire technical alarm system with more than 20.000 points for control and measurement is connected to it.
• A wireless communication network with more than 1000 aerials and 3000 phones enables the voice transmission.
In 2008 an integrated system for PICS (patient-information-and-communication-system) will be established with Hospital signposting , TV distribution Internet supply
The aim of the lecture is to offer the audience a view of what has been realised in the last 5 years and to look forward to the challenging plans for the next 5 years.
NEW TRENDS IN CABLING INFRASTRUCTURE.
ADDED VALUE OF THE BAND WIDTH
The increase in transmission speed requirements is a fact broadly recognized. The Normalization Organisms are working in future oriented new standards for Structured Cabling of Communications Networks. There are at present three dominant factors in the applications to communication services in hospital buildings
-Unification of voice-data and video transmission through IP Protocol , digitalization.
-Focalization to Ethernet IEEE 802 3 with new standards for copper and fiber cabling
-Demand increase in band width and speed transmission
Special attention is given to the new challenge :10 Gb at 100 m, and to the new standards ISO/IEC 11801 of two new categories of cabling Class :6A ( for 500 Mhz) and Class 7 for 1000Mhz.
The paper presents in detail these new solutions and their interest for hospital infrastructures from both technical and economical point of view, as well as the present status of the standardization process, certification , field tests, integrated services and maintenance

Mantenimiento via web se los centros sanitarios del SERIS.pdf
ABSTRACT
Maintenance via web of the health centres of SERIS ( Rioja Health Services)
In 2006 the SERIS started the application of a strategic plan aiming to the modernization of its Management and Information systems in order to get a closer access of Healthcare for the population of La Rioja.
In the area of Infrastructure Management ,and at the same time the new centres were opened, the SERIS studied a technological evolution to a Knowledge Management
Objectives, integrating all sanitary infrastructures of the region, moreover looking for an efficient Maintenance Service
With the technical support of Prisma 3, today the SERIS manages via web all infrastructures, hospitals, health centres, research centres, etc. keeping a fluid communication among personnel of the centres , the maintenance service responsible and the assigned outsourced contracts, for technical installations and medical devices
UTILISING SWITCH CENTRIC NETWORKS FOR ICT
Author : Stefano Verginelli - Allied Telesis – Japan
Abstract
In Japan , a lead has been taken in applications of Information and Communication Technology ( ICT ) . Public and private hospitals elsewhere can learn from advances which are described in this article. Changes in health processes and procedures over the past three decades have been significant and progress is today greater than ever before
